Overview
This document describes the management tools and techniques used to conduct the HiBEX (High-g Boost Experiment) Project - a two-year, low budget, full scale field experiment established for the purpose of acquiring basic data on the problems associated with the boost phase of a Hard Point Defense Interceptor vehicle. Contractual requirements concerned with program management technique were extremely lenient, and program operations and management disciplines were largely self-imposed by the Contractor. The essential procedure for conducting operations employed by large projects were used to manage the HiBEX Program, however, a special adaptations of standard procedures and unique procedural innovations prevailed in all areas of management. Organizational reporting lines and geographical location of personnel and project operations played a key roll in the success of HiBEX operations as did the various flexible and, in some cases, unique program operations in the areas of Engineering, Quality Control, Manufacturing, Materiel, Facilities, Finance, and Spares.
